Los países desarrollados apuntan a calidad de vida, altos índices de producción y jornadas laborales cortas. Chile quiere un poco de ese progreso y lo perseguirá reduciendo la jornada laboral. Muchos empresarios manifiestan resquemor ante la medida, pues aducen que implicará una disminución importante de la productividad, y, por ende, de los ingresos.
Lo cierto es que la productividad no tiene que ver con el número de horas trabajadas, sino con lo que se hace en las horas en que se está trabajando. Este concepto se trata de crear la mayor cantidad de productos en el menor tiempo posible. ¿Qué hacer: trabajar largamente para producir en demasía o laborar poco tiempo y producir mermadamente? En Chile contamos con la peor combinación: menos productos y mayor cantidad de tiempo.
La discusión sobre el proyecto de ley que busca reducir la jornada laboral no aborda aspectos cruciales, no vemos más allá de las 40 horas y los beneficios económicos, no se debate sobre cuáles son los cambios que debemos hacer en el modo de producir, se omite el tópico de cómo enfocar nuestros proyectos de crecimiento: ¿en qué debemos crecer? El debate actual es infructuoso porque no apunta hacia las áreas que necesita esta sociedad, estamos enfrascados en un tema que debió tratar Chile hace 30 años.
Actualmente estamos en una fase crítica en la cual la gente no es más productiva porque no sabe cómo serlo. Y no estamos haciendo nada al respecto.
Por supuesto que necesitamos ser más productivos, pero esto no se logra solicitándoselo a los colaboradores. Hay que crear metodologías de trabajo, se debe tener trabajadores y líderes competentes. La realidad es que las metodologías son vistas con tedio y desprecio, las competencias se perciben como pérdida de tiempo. Los líderes no conocen las técnicas para asumir su liderazgo. La visión, optimismo, motivación y el trabajo en equipo están ausentes.
La productividad es un indicador resultante de un proceso que requiere de muchos elementos que no están siendo atendidos. Y si se les atiende, solo es para despreciarlos. El problema de fondo es de capacidades, de instrucción. La reducción de la jornada solo será beneficiosa si se incentiva la productividad. De lo contrario, empeoraremos. La ley no garantiza nada, solo se trata de disminuir las horas laborales. No es un plan bien orquestado.
